Launch of the Scorecard on States’ Compliance with the ACHPR Principles on the Decriminalisation of Petty Offences in Africa

The criminalisation of activities associated with poverty and survival—including loitering, begging, hawking without permits, and sleeping in public spaces—continues to disproportionately affect vulnerable and marginalised communities across Africa. In response to these challenges, the African Commission on Human and Peoples’ Rights (ACHPR) adopted the Principles on the Decriminalisation of Petty Offences in Africa, providing guidance to States on aligning laws, policies, and practices with regional human rights standards.
During this webinar, NANHRI will officially launch the online scorecard platform, a practical tool developed to monitor and assess States’ progress in implementing the ACHPR Principles. The event will feature presentations on key findings from pilot assessments conducted in Kenya, South Africa, and Côte d’Ivoire, a live demonstration of the scorecard platform, and a discussion on opportunities to advance decriminalisation efforts across the continent.
The webinar will bring together representatives from National Human Rights Institutions, the ACHPR, government institutions, civil society organisations, development partners, academia, and other human rights stakeholders.
