Steering Committee

MR. MOHAMED FAYEK, NANHRI CHAIRPERSON

Mr Mohamed Fayek is the President of the National Council for Human Rights of Egypt. He was elected by the General Assembly on November 4, 2019 in Cairo, Egypt, as the Chairperson of the Network of African National Human Rights Institutions (NANHRI). He also heads the Steering Committee of the NANHRI.

  2. Member of the board of trustees of the Arab Organization for Human Rights (AOHR), a non-governmental organization which defends human rights in the Arab World.
  3. Vice-President of the Egyptian Committee for Afro-Asian Solidarity.
  4. Member of the Board of Trustees of the Lebanese International University.

Member of the UN Commission of Inquiry on Darfur 2004-2005 (Under Secretary General of the UN). Human Rights Commissioner at the African Union.

DR. HILARIOUS MUGWADI, NANHRI VICE CHAIRPERSON

Commissioner Elasto Hilarious Mugwadi is the Vice Chairperson of the Network of African National Human Rights Institutions. He is also the Chairperson of the Zimbabwe Human Rights Commission (ZHRC) after being elected by the NANHRI General Assembly on November 4, 2019 in Cairo, Egypt.

Dr Mugwadi was sworn into office in 2010 with the first group of Commissioners and became the Chairperson of the ZHRC in 2014.

Commissioner Mugwadi holds a Bachelor of Administration (Hons) degree from the University of Rhodesia and a Master of Science degree (MSc) in International Relations. He also holds a Diploma in Development Studies from the University of Oslo, an Intermediate Degree in Law from UNISA, LLB (UNISA) and LLM (UNISA).

Commissioner Mugwadi is a former Chief Immigration Officer of Zimbabwe having worked at the institution for 23 years. He is also a legal practitioner at Mugwadi and Associates since 2007.

 

Ms. MADELEINE NIRERE

Ms Madeleine Nirere is the immediate former Chairperson of the Network of African National Human Rights Institutions, a position she has held since November 2017. Ms Nirere, who is also the Chairperson of the National Commission for Human Rights of Rwanda, is the advisor to the Steerring Committee of the NANHRI.

Ms. KAGWIRIA MBOGORI

Ms Kagwiria Mbogori is the Chairperson of the Kenya National Commission on Human Rights.

She is an ex-officio member of the Steering Committee by virtue that the KNCHR hosts the Secretariat of the Network of African National Human Rights Institutions.

Ms Kagwiria is an accomplished Human Rights Practitioner. She has broad work experience at the national and regional level. At the helm of the KNCHR she provides strategic leadership for the implementation of the Commission’ s strategic plan of 2013-2018, that is focusing on the promotion of a culture of respect for human rights in Kenya.  She has been providing authoritative policy direction in keeping with the mandate of National Human Rights Institution (NHRI).

Ms. Kagwiria holds a Masters of Law from the University of Notre Dame majoring in International and regional human rights protection systems, International Humanitarian Law and Transitional Justice. She is a Law Graduate from the University of Nairobi and hold a post graduate diploma from the Kenya School of Law.

Prior to joining KNCHR, she served at the United Nations Development Programme (UNDP) as a Chief Technical Advisor, Judiciary of South Sudan where she was tasked with providing strategic policy direction for the Judiciary of South Sudan through resource mobilization, building strategic partnerships and supporting liaison in the justice sector of South Sudan.

Earlier, she served as Head of Advisory Unit, United Nations Mission in Liberia (UNMIL), Human Rights Officer (UNMIL), Country Programme Manager United Nations Development Fund for Women (UNIFEM) and Executive Director Kenya Section of the International Commission of Jurists.  She has also consulted for various institutions on governance issues.

 

Ms AMINA BOUAYACH

Ms Amina Bouayach was  was appointed by His Majesty the King to Chair the National Human Rights Council of Morocco, in December 2018.

In the Steering Committee of the Network of African National Human Rights Institutions, she represents the National Human Rights Institutions of the North Africa Sub-region.

UGANDA HUMAN RIGHTS COMMISSION

The Uganda Human Rights Commission represents the East African Subregion in the Steering Commitee. The profile information of the new Chairperson of the Uganda Human Rights will be updated in due course.

MR MWAMBA MWAMUS MUSHIKONKE

Mr Mwamba Mwamus Mushikonke is the Chairperson of the National Human Rights Commission of the Democratic Republic of the Congo.

In the Steering Committee of the Network of African National Human Rights Institutions, he represents the Central Africa Sub-region.

MR ZACHARIAH MUDFORD MWANDENGA

Mr Mudford Zachariah Mwandenga is the Chairperson of the Zambian Human Rights Commission. Hw as elected to represent the national Human Rights Institutions of the Southern Africa Sub-region in the Steering Committee of the Network of African National Human Rights Institutions.

MR. ANTHONY O. OJUKWU

Anthony O. Ojukwu is the Substantive Executive Secretary of the Nigeria National Human Rights Commission. He is the representative of the West Africa Sub-region to the Network of African National Human Rights Institutions.

Prior to this appointment, he was the Director Monitoring, onetime Director Legal services, Director Protection and Investigation and Director Executive Secretary’s office, of the Commission. He was a former Special Assistant to the Attorney General of the Federation and Minister of Justice and also a onetime Administrative Secretary of the defunct National Electoral Commission in Imo State. He has 32 years post call to bar experience out of which 17 years have been spent in the Commission. His Experiences cut across prosecution of cases, elections management and private legal practice. He acquired a Masters degree in Law from the University of Lagos in 1988 having acquired his first degree in law from University of Nigeria, Enugu campus, in 1985. He has also attended several Human Rights Training Institutions and obtained certificates from Public Administration International London (2003) and International Human Rights Training Program, Equitas Canada(2007). Amongst Other positions held before his present position in the Commission, include being the Special Assistant to the then Executive Secretary of the Commission, pioneer Head of the Monitoring and External Programs Department and subsequently the Zonal Coordinator of the South South Zonal Office of the Commission in Port Harcourt. He is known to be an avowed human rights defender and committed to improvement of systems, services and working conditions at the NHRC.
